Paul J. Benyeda, MSEM, CEM, MEP

Mr. Paul J. Benyeda joined the Emergency Management Institute in 2006 as a Disaster Assistance Employee (DAE) for FEMA’s Disaster Field Training Operations (DFTO).  Mr. Benyeda is currently a member of the Preparedness Branch.  In June, 2008, Mr. Benyeda received the International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) designation.  Mr. Benyeda has completed EMI’s Master Trainer Program and Master Exercise Practitioner Program.

Prior to joining FEMA, Mr. Benyeda was the State Training Officer for the Connecticut Department of Emergency Management and Homeland Security.  His responsibilities included coordination of all Federally funded training programs for the State and conducted training in various Emergency Management topics for state departments and municipalities.  His duties also include coordination of the state wide exercise program. 

Before joining the Connecticut Department of Emergency Management and Homeland Security, Mr. Benyeda was the Emergency Management Coordinator for the Manchester Fire – Rescue – EMS Department, developing and implementing disaster preparedness and response plans for the town of Manchester, CT.  He introduced the Community Emergency Response Team (CERT) Program to the community, was Vice Chairman for the Capital Region Emergency Planning Committee (CREPC) and also the Chairman of Emergency Support Function #16 (Volunteer Management) and Chairman of the Capitol Region Citizen Corps Council.

Mr. Benyeda served in the US Navy, where he was qualified in Submarines and as Engineering Watch Supervisor on board the USS Nautilus SSN 571.  

Mr. Benyeda is a member of Adams County (PA) Local Emergency Planning Committee (LEPC) and a volunteer in the Adams County Emergency Operations Center and holds a Pennsylvania Emergency Management Agency (PEMA) Professional Certification for County Emergency Management Staff.  He received his Master of Science in Emergency Management (MSEM) from Millersville University and is currently an Adjunct Instructor in Millersville’s MSEM Program teaching Graduate and undergraduate classes.  Mr. Benyeda also holds an Amateur Radio License, call sign K1PJB.
