PA State Military Benefits Programs
Pennsylvania provides unique military benefits to members of the PA National Guard and their families, as well as for dependents/spouses of servicemembers experienced disability or death during their service.

PA National Guard Educational Assistance Program (EAP)
EAP offers financial support for college students who commit to serving in the Pennsylvania National Guard.
Eligibility Requirements
- Must enter into a 6 year service commitment with the PA National Guard
- Failure to honor service commitment will convert the funding into a loan (with interest) which must be repaid to PHEAA.
- Must be enrolled in a degree or certificate-granting program of study
- Maximum of 5 years of eligibility as determined by PHEAA and the PA National Guard
- Undergraduate Students
- Covers full tuition and technology fee
- Maximum Award of $4,097 per semester
- Graduate Students
- Eligible up to 11 credits
- Award of $544 per credit in Masters degree or higher program
- Award of $342 per credit in second bachelors degree or Post Baccalaureate program
- Students are responsible for their remaining charges with the university including but not limited to:
- General Fee
- Academic Support Fee
- Housing
- Meal Plans
Important Considerations
- When withdrawing from a course, EAP will cover charges for tuition and fees that you incurred for all classes.
- Withdrawn courses that you are paid for will count toward your EAP eligibility counter.
- If you do not wish to be paid for credits you withdrew from, please alert the School Certifying Official/Financial Aid Office. This may result in you owing a balance to Millersville.
- Students cannot receive both an ROTC scholarship for tuition and fees and EAP
- Students wishing to enroll in winter credits can combine them with their Fall or Spring semester credits to receive funding up to the $4,097 maximum award, provided they are enrolled less than halftime in either the Fall or Spring semester.
Payment/Awarding Process
- Millersville University will apply EAP funds to your account once the Office of Financial Aid receives you eligibility information from PHEAA.
- This may not occur until mid to late August

PA National Guard Military Family Education Program (MFEP)
MFEP offers financial support for the dependents/spouse of an individual who commits to serving the Pennsylvania National Guard.
Eligibility Requirements
- The servicemember must enter into a 6 year service commitment with the PA National Guard
- Failure to honor service commitment will convert the funding into a loan (with interest) which must be repaid to PHEAA.
- Student must be enrolled in a degree or certificate-granting program of study
- Maximum of 5 years of eligibility as determined by PHEAA and the PA National Guard
- Dependents must use the benefit before reaching 26 years of age
- Spouses have up to 6 years after the servicemember's separation from the PA National Guard to use the benefit.
- Eligibility can be split among multiple dependents/spouses
- total years of eligibility may be impacted

Educational Gratuity Program
The Educational Gratuity Program provides financial assistance to children of honorably discharged veterans who meet specific criteria related to service-connected disabilities or death.
Eligibility Criteria
- The veteran must:
- Have been honorably discharged or discharged under honorable conditions from the U.S. Armed Forces.
- Have served during established wartime service dates determined by the U.S. Department of Veterans Affairs.
- Have a 100% permanent and total service-connected disability by the U.S. Department of Veterans Affairs or have died while service.
- Applicants must:
- Be between the ages of 16 and 23.
- Have resided within the Commonwealth of PA for 5 years prior to application.
- Be enrolled in a school within the Commonwealth of PA.
- Demonstrate financial need.
Award Details
- Awards will not exceed $500 per semester.
Payment/Awarding Process
- Millersville University will apply Educational Gratuity Program funds to your account once the Office of Student Accounts receives your payment.
