Financial Holds
Student accounts with a past due balance greater than $2,000 will trigger a registration hold which will block future course registration and the release of official transcripts until resolved.
Any student who registers for a term and is carrying forward a balance greater than $2,000 is subject to having their schedule cancelled if the balance is not resolved prior to the start of the term.
Students with a past due balance less than this amount are subject to a Transcript Hold. Please review the information below pertaining to Transcript Holds.
If the outstanding balance has been assigned to an extrenal collections agency, the policy does not apply.

Transcript Holds
Millersville University understands the need for students to provide official transcripts for various reasons, even if they owe a debt to the University. On July 1, 2024, the Department of Education made changes to its Program Participation Agreements with institutions to prohibit withholding transcripts in certain circumstances.
668.14(b)(33) To provide that an institution may not withhold official transcripts or take any other negative action against a student related to a balance owed by the student that resulted from an error in the institution’s administration of the Title IV, HEA programs, or any fraud or misconduct by the institution or its personnel;
668.14(b)(34) To require an institution to provide an official transcript that includes all the credit or clock hours for payment periods in which 1) the student received Title IV, HEA Funds; and (2) all institutional charges were paid, or included in an agreement to pay, at the time the request is made.
Transcript requests for students who owe a balance to the University will be forwarded from the Registrar’s Office to the Office of Student Accounts (OSA) for review. OSA staff will communicate with the Registrar’s Office within a reasonable period on whether the transcript may be released per the above-referenced guidelines.
To release an official transcript, the Office of Student Accounts (OSA) must identify that Title IV or HEA funds were used to pay for the credits reported on the transcript. In cases where no Title IV or HEA funds were awarded, payment will be required in full to release the transcript. Students with holds unrelated to a financial matter must contact the respective office to resolve.
