Dr. Charles Barrett

Dr. Charles Barrett has served as an adjunct faculty member in our School Psychology Graduate Educational Specialist Program since Summer 2000 to teach our Assessment of English Learners (PSYC 674) course. A nationally certified school psychologist (NCSP) and district-level administrator in Virginia, Charles practiced as a school psychologist for 13 years at the elementary and secondary levels. He serves as an adjunct lecturer at several universities, where he is actively involved in the training and development of future school psychologists.

After completing his undergraduate studies in Psychology and English at St. John’s University, Charles' graduate degrees in Human Development (MEd) and School Psychology (PhD) were earned at Lehigh University in Pennsylvania. Particularly interested in critically examining the factors that contribute to the misidentification and overrepresentation of racially and ethnically minoritized students with various disorders and disabilities, his scholarship and professional practice are anchored by justice and equity, and represents his unwavering commitment to advocating for populations who have been marginalized by systemic oppression. Charles frequently presents at state and national conferences and has published in peer-reviewed and other periodicals. In September 2016, he received the Virginia Academy of School Psychologists’ (VASP) Best Practices Award (School Psychologist of the Year) in recognition of his service to the Commonwealth’s families and students. Additionally, he received the Rookie of the Year Award from the National Association of School Psychologists (NASP; 2017), the Wendall T. Fisher Award from Loudoun County Public Schools' Minority Student Achievement Advisory Committee (MSAAC; 2019), and the Social Justice Award from VASP (2023). Charles was the Bernreuter Lecturer full-day keynote speaker for the Association of School Psychologists of Pennsylvania Fall 2024 Conference.

His past leadership positions within NASP include co-chair of the Social Justice Task Force and African American Subcommittee; chair of the Multicultural Affairs and Social Justice Committees; member of the Publications and Nominations and Elections Committees; and Virginia Delegate to the NASP Leadership Assembly. Charles is a member of the Editorial Advisory Board of School Psychology Review (published by NASP) and the Editorial Board of School Psychology (published by the American Psychological Association).

In addition to writing and self-publishing several books that have sold close to 10,000 copies, including It's Always About the Children (2018) and volumes one through four of Today in School Psychology: This is Why a Day Without Direct Contact with Students is Wasted (2020, 2021, 2022, 2023), Charles was invited by Guilford Press to author Social Justice in Schools: A Framework for Equity in Education. His books are frequently used in school psychology graduate programs as well as by teachers, administrators, and other educators in public schools.
